Somi Dl'xi-'jik.—At this Borough Council's meeting list night a letter from Mr Proudfoot re tramways was roi'il. lie wrote—"Should the tramway, after construction, offer to a majority of the ratepayers any inconvenience or nuisince; I will, within six months of the line being open for traffic, re-lift the same at my own cost and expense, luaking good the streets and roads in every respect equal to when I commenced operations, and should you at any time during the term of my lease contemplate widening any portion of your streets, I will, at my own cost, reconstruct the tramway to suit tho altered width. As a guarantee of my hood fides in this matter, I will be willing to enter into and give a substantial bond by way of security to your borough. Tho St. Kilda and Cavershain Town Cttuncils having agreed to my terms, I have now respectfully to request an early and definite answer from your borough, as, in the event of your not accepting my offer, a detour from the present proposed route will be necessary. Should the borough desire at any time to put down water and ga> pipes, every facility for this purpose will be {jiven." A petition was received from 183 ratepayers objecting to the proposed tram. Cr. M'Bride propose.l that the petition be referred to the Tramway Committee, but an amendment by Cr. Carry that it should be referred to a committee of the whole Council on bYiday evening was carried. Cr. Sutcmkfe then proposed, and Cr. M'Bridb seconded—" That, seeing the diversity of opinion existing as to the proper reading of clause" 2G5, part 7, page' 33, of the Act relating to tramways, the Mayor be requested to take an opinion from the Attorney-General, the same to be in writing, and present it at next meeting of the Council." This was strongly objected to by Cr. Molokey as being irregular, and after considerable discussion it was withdrawn, the Mayor undertaking to get the Attorney-General's opinion at his own expense.—The Works Committee was instructed to bring up a report as to works required in the borough.
