AT the request of a Public Meeting of Ratepayers, held last evening at the Provincial Hotel, MR JAMES BROWN, of Princes street, consented to be nominated as Councillor. TO THE ELECTORS OF SOUTH WARD.

GENTLEMEN, —In soliciting the favor of your votes at the forthcoming Election, I do so of my own accord, and not as the nominee of any party or clique; knowing well that requisitions in general are got up by persons who are paid liberally or otherwise as the candidate whom they work for is returned or rejected. I have been a ratepayer in the Ward for the last ten years, and still remain so, and well know the neglect its interests have experienced in the Council. I therefore am determined, should you deem fit to elect me, to devote all my energies towards seeing South Ward receive its just amount of the City rates, and those rates expended in a proper and practical manner. This, as you are well aware, has been fully illustrated by the member for Leith Ward, where the streets and by-ways are in a condition justly to be envied by the residents of South Ward. The sanitaty condition of the City is one I deem of the utmost importance, and I am in favor of borrowing funds for its improvement —an object, I am certain, posterity could not object to—at the same time I should use every effort to reduce the present high rate of taxation, and to equalise the Water Company’s valuation with those of the municipality. Again, gentlemen, I am strongly opposed to the present system of rating for the new kerbing, and if elected, will endeavor to have it altered to something more equitable to leaseholders than it is at present, and. release them from paying what, in my opinion, the freeholder has a perfect right to do. In conclusion, should you return me I shall render every attention to the interests of the City generally, and South Ward in particular.
