HEAVY LOSSES EXPLAINED Rec. 11.30 a.m. TOKIO, Dec. 21

Explaining the loss of 19 Japanese hospital ships during the war, Major Kei Shinohara, former chief of hospital transport, snid that the authorities failed properly to identify them and refused to transmit their names to the Allies. They stationed hospital ships among combat vessels- in action, and often used them as armed transports.

Shinohara said that most of the ships lost were being used as transports when sunk. None was lost through Allied violation of the rules of warfare.
