EVACUATION OF AMERICAN

TROOPS

SHANGHAI, December 21. General Wedemeyer, commander of the United States forces in China, told American troops that their return would be delayed in consequence of President Truman's policy statement on China. Until recently, he added, the United States policy would have permitted the withdrawal of practically all the American forces from China.
