Mr. James Byrnes, United States Secretary of State, is Hying to Moscow, and will probably leave Washington early next week. He is not expected back before Christmas. A simultaneous announcement was made in Moscow' and Moscow radio said the meeting would be organised in accordance with decisions taken at the Yalta Conference for meetings every three months
