The United States Secretary of State, Mr. Byrnes, has reaffirmed the United States' pledge made at the Teheran Conference two years ago to maintain Persian independence. Mr. Byrnes was replying to a message from the Persian Foreign Minister recalling the pledges of Britain, the United States, and Russia at Teheran. Mr. Byrnes said that the attitude of his Government had not changed in any respect. The Governor of Teheran issued a manifesto yesterday admitting that Persia generally, and Azerbaijan in particular, needed essential reforms. He added that he was ready; to meet all parties and groups in order to improve the situation and carry out j the necessajjp reforms, but only within the limits of the Constitution. !
