TREATMENT OF VETERANS

NEW YORK, November 26.

A survey for Congress of the legislation of six countries shows that generally the American provision for war veterans is most liberal, but some of the provisions do not compare favourably with Britain, New Zealand, Australia. Canada, and South Africa, says the "New York Herald Tribune's" Washington correspondent.

A striking exception is discharge payments, the United States being the lowest, and only half that of New Zealand and Canada. Whereas Australia allows discharged men to apply for loans five years after the war for vocational training, the United States application period is two years after discharge, or the end of the war.

Tlie United States is the most democratic nation, and there is no distinction of rank as in other countries.

Tlie reinstatement laws in other countries are more explicit than in the United States, where a veteran is merely assured the same rights .as though he had not left his job to enter the service.
