Japanese who were involved in the militarists' rise to power, some of whom, including Tojo's former advisergeneral, Teiichi Suzuki, are not included in General MaeArthur's list of war criminals. He said that some generals became desperate over the failure in China, knowing that they would be punished if they lost and hence propelled Japan into war in the Pacific. There were other factors, notably a feeling among the Japanese that they were oppressed by the western Powers, but the major cause of the conflicts was intrigue by which Tojo and other army Fascists sought totalitarian power. Lieut-General Manji Ishihara, he said, sought an alliance in 1936 with Italy and Germany because he knew Germany planned to attack Russia and estimated that the Nazis would be ready in 1940, after which Japan would launch an assault from the east. However, Tojp wanted to avenge the defeat of the Kwantung army in Inner Mongolia and attacked China instead of Siberia, expecting an easy victory.
