FIRST OFFENDERS
The suggestion made during consideration of Prisons Estimates in the House of Representatives on Friday that first offenders were sent to the Borstal Institution and mixed with old offenders was denied by the Minister in Charge of Prisons (Mr. Mason). He knew, he said, there was an impression that innocent young people who had- not offended badly were sent to Borstal, but he could assure the House that some of the inmates were pretty desperate characters with long experience of very grave misconduct. The official view was that it was not so easy as some people thought to turn these boys into good citizens. Any boy who was convicted of the less serious offences was sent to an Education Department institution.
