THE HOKO SYSTEM

Documents telling of the activities of the Black Dragon Society and of "Hoko," which makes the Gestapo look like a boy scout organisation, are now in the hands of the American authorities. Hoko is a system whereby every Japanese is ordered to spy on his neighbour. One Japanese in every 10 is responsible to the police for the actions and thoughts of the other nine. It is carried to the point where 50,000 Japanese can be controlled by 12 men. The Black Dragon Society is smaller in number than. Hoko, but more violent. Whereas Hoko is used largely to maintain basic instructions, the Black Dragon has murdered Premiers. Black Dragons are still terrorising would-be progressives by promising punishment later. Some members of the society are in the police and other places. So far, the destruction or use of the Hoko system by the Allies has not been decided on, and, prosecution of the society has not begun.
