SURRENDER IN SHANGHAI

LONDON, September 7,

Hundreds of thousands of happy Chinese swarmed in the streets of Shanghai when. Lieutenant-General Toii Minfu, deputy chief of the Japanese 13th Army, received surrender instructions at the Cathay Hotel from Lieutenant-General Chen Shu-sun for the 3rd Chungking Army.

Six thousand five hundred Allied internees in Shanghai have been freed, but the majority are homeless and without money and are staying in the camps until they can be reached by friends. A hundred thousand Japanese troops still hold utilities and occupy office buildings and hotels. There are also 100,000 Japanese civilians in Shanghai.
