MACARTHUR'S POLICY

General Mac Arthur today clarified the "gloved hand" policy under which the Japanese Government will be controlled.
General MacArtmu? said that the occupation forces would act principally as an agency on which he could call, if necessary, to secure compliance with his instructions. He added that Emperor fiirohrto or the Government would be given every opportunity to carry out his instructions without compulsion. Otner policy points were (1) Japanese economy would be controlled only to the extent necessary to achieve tne United Nations' objectives; (2) civilians would be treated in a manner which would develop respect and confidence in the United .Nations. (General Mac Arthur promised that they would be freed from all unwarranted interference with individual liberty and property rights, but would be required to obey all laws, proclamations, and orders issued by the Imperial Government as a result of directives from the Supreme Allied Commander.) (3) The instrument of surrender would be enforced.
