LONDON, September 6

The Dominions Office has announced that invitations were issued recently to the Prime Ministers of Australia, New Zealand, Canada, and South Africa to visit London themselves, or, if this was impracticable, to designate special representatives,, for consultation with the United Kingdom Ministers during the proceedings of the Council of Foreign Ministers. These representatives would also be available to participate in the council's proceedings if the council invited them to do so. All the Dominion Prime Ministers replied that at present it was impossible for them to visit London. Mr. Chifley has designated Dr. Evatt as the special representative of Australia.
