Fanatical young Japanese officers on August 14 tried to prevent the recording of Emperor Hirohito's surrender announcement being taken from the palace to the radio station, says a correspondent of the Associated Press of America, quoting well-informed Japanese sources. The officers killed the

commanding general of Hirohito's personal Guards Division, and by forging his name sent troops to surround the palace. The plot failed. The first surrender discussions among the militarists began in February, and before the surrender actually came Japan officially hinted to Russia that she was willing to. yield Manchuria and Northern China in return for continued Russian neutrality.
