LONDON, September 8. In the course of his message to Congress on "interim lend-lease," President Truman mentioned UNRRA. Ha said that the contributing countries had been asked to make additional contributions so that the relief work could be completed. He asked Congress for prompt approval of America's additional share, nearly £ 140,000,000;
