TANGIER ISSUE
SPAIN INFORMED
REPLY WITH RESERVE

A Note from the Foreign Office published in the Spanish Press today is the first official intimation to the Spanish people of the Allied decisions on the Tangier issue, says Reuters Madrid correspondent. The Note does not mention the demand for the withdrawal- of Spanish troops from the international zone. It says: "Britain and France have jointly delivered to the Spanish Government the text of a recent agreement between Britain and France, re-establishing the international regime in Tangier and requesting Spain to adhere thereto and to collaborate in a provisional regime which is to precede a conference of the signatories to the Algeciras Act, to be held within six months. The Spanish Government is also advised that Russia and America ' have been invited to participate in the provisional regime. In a reply without prejudice, which will be made in due course, the Foreign Ministry will reiterate that reserve has already been formulated in the recent Note to Britain and France regarding the procedure followed in dealing with this matter."
This Note protested that the Tangier talks were occurring without the presence of a Spanish representative.
Moscow radio said that Spain was the sole surviving, signatory of the Anti-Comintern Pact. The Tangier agreement proved that the Allies could work together in peace as in war.
