RECOMMENDATIONS BY COMMITTEE
WASHINGTON, September 5. Two out of three members of a special investigating committee which was appointed by the joint chiefs of staff of the United States forces have recommended the establishment of a Department of National Defence, with the air, ground, and naval forces acting as equal operational arms under its direction, says the Washington correspondent of the "New York Times." The committee discussed the proposal with every senior commander of the army, navy, and air force in the European, Mediterranean, and Pacific theatres. The army and air force members favoured a single department, and the navy member dissented, j .... The plan' provides . for a civilian Secretary of National Defence as a member of Cabinet, with a single armed forces commander under him.
