IM Rehabilitation in the Grocery Trade The Master Grocers' Federation have failed completely to answer the vital objections to their so-called "Plan." The Chain Store statements are absolutely correct, and, for the benefit of Returned Servicemen and the Consuming Public, we repeat some of the main objections to this scheme designed to give monopolies to existing grocers. THE SERVICEMAN (a) Every serviceman wishing to open a Grocery business must have the consent of a committee some of whom are interested parties. Owners of existing businesses with* whom lie might compete will have the right to object. (b) Entry into the trade will become the privilege of a favoured few. More permits! More consents! More obstacles in the path of the returned soldier! (c) The rehabilitation of genuine ex-grocery employees will be seriously I hampered if Chain Store activities are restricted, as by far the largest number of grocers in the Forces are Chain Store employees. Unless Chain Stores can legitimately expand, where are they to put the returned employee, who left as a junior and returns as a senior? (d) The goodwill of every established Grocer is immediately enhanced. He is protected against competition; he is given a monopoly in his area. -. Very nice for the established grocer. But what about the Returned Soldier! THE GENERAL PUBLIC Existing grocers will be protected from competition, whether from Returned Servicemen or efficient Chain Store operations. Inefficiency will be protected. What sort of service will the public get? How will prices go? Who has kept down the price of foodstuffs in the past? THE CHALLENGE to a public debate (a copy of which has not yet been received by the Wellington Chain Store Association) is a shrewd attempt on the part of the Master Grocers' Federation to draw a red herring across the scent. The Master Grocers would have the public believe that they have been open and frank about this important matter, but here are the facts: — . 1. This scheme for the benefit of certain grocers was hatched in secret, and the Master Grocers hoped to rush their plan through before other interested parties or the public or the returned servicemen could object! 2. The plan has not even the virtue of being original. It is almost a" verbatim copy of one put forward by the Master Grocers' Federation in Australia and which was EMPHATICALLY REJECTED! In the interests of the public and the returned servicemen, a representative of the Chain Store Association will debate this plan with the champions of the grocers' monopoly scheme, before the correct Parliamentary Committee.
