CAUSES OF DEFEAT

Rec. 2 p.m. NEW YORK, Sept. 2. The Domei nows agency quoted Lieutenant-General Kanji Ishihara, adviser to the East Asia Federation, who enumerated the causes of defeat as follows: —(1) Bad faith and shameless acts of graft by Government officials; (2) officers of the army and the navy had participated in political activities and thereby neglected their own duties; (3) the Elder Statesmen were incompetent and talked uselessly and acted belatedly; (4) Japan's insufficient strength, including productivity; (5) serious deterioration in the people's morals.
