FRIENDSHIP AND ALLIANCE
LONDON. August 26. The new treaty of friendship and alliance between Russia and China is to run for 30 years, and is not to affect the rights and obligations of the two countries- under the United Nations Charter.
A dispatch from Chungking gives the main points as follows: — Manchuria: Russia is to begin withdrawing the Soviet forces within three weeks from the Japanese capitulation. The withdrawal is to be completed within three months. Russia reaffirms her respect for China's full sovereignty and territorial and administrative integrity in Manchuria, the three eastern provinces lost in the Japanese aggression in 1931. The Manchurian port of Dairen is to be a free port. There is to be joint operation of the south Manchurian railways and of the Chinese eastern railway which the Russians sold in negotiations with Japan. China is to appoint representatives to set up and direct administrative bodies in the recovered territories of Manchuria arid a Chinees military mission is to be attached to the headquarters of the Soviet Far Eastern forces. Japan: The treaty provides for mutual aid in the event of Japanese attack.
Outer Mongolia: China will, recognise the independence of the great area of steppe and mountain west.oi Manchuria. Sinkiang: -Russia reaffirms that she has no intention of interfering in China's internal affairs in this central Asiatic territory lying between Tibet and Asiatic Russia. Details of the treaty show that the Manchurian town of Port Arthur is to be used jointly by China and Russia as a naval base. It will revert to China in 30 years. The treaty, which was signed in Moscow a fortnight ago, is something of a repulse to the Chinese Communist regime. Russia has to give moral support to the Chinese central Government as well as material help in the form of military and other supplies.

Rec. 12.50 p.m. LONDON, Aug. 26. Moscow radio announced the ratification of the Sino-Russian Treaty.
