FACED BY ARGENTINA

NEW YORK, June 2. A confidential communique from underground sources in Buenos Aires forecasting the early overthrow of the Argentine Government has reached some of the Latin-American delegates to UNCIO, says the "New York Herald Tribune's" correspondent at San Francisco. The news has created an embarrassing diplomatic situation among the Pan-American delegations, particularly the United States delegation, which helped to seat the Farrell-Peron regime at San Francisco against bitter opposition from Russia, Czechoslovakia, Yugoslavia, and Norway. Following general Press reports of the Gestapo treatment of the Argentine public and underground movements, the communique has caused a sensation. Several delegates said the information not only placed the Argentine delegates in an extremely delicate position but also might cause a split in inter-American solidarity. . UNITED STATES BLAMED. Some Latin-American delegates ! placed the blame for the mounting Argentine crisis upon the United States' "appeasement policy." This policy brought Argentina into the "good neighbour" fold through the Act of Chapultepec and resulted in the recognition of a Government which had been labelled Fascist by Mr. Roosevelt and Mr. Cordell Hull. The main facts in the underground report are that there now exists throughout Argentina, a large and powerful movement which supports the United Nations and wants to prevent Colonel Peron from becoming President at the promised national elections. The Radical Party has split with Colonel Peron because it is unable to reconcile its political principles, which incline to the Left, with the. Fascist "principles of the colonel's regime. The Radical Socialist Party and Communist Party, and also financial leaders, powerful landowners, labour unions, and student groups are aligning themselves with this united front under the title of Patria Libre ("Free Fatherland"), members of which have infiltrated the Argentine Army. An agreement has been reached to form a unified civil and military command; The overthrow .of the Government is to be accomplished by force of arms, and many "popular military" units are secretly training.
