FULL EMPLOYMENT
REFERENCE IN CHARTER SAN FRANCISCO, May 23. The United States delegation is reported to be attempting to have a second reference to full employment made in the section of the world charter dealing with the economic social council. The Americans wish to make it clear that the goal is full employment through international cooperation, rather than the use of the world organisation as a direct means of promoting full employment in internal economies. Dean Gildersleeve, Virginia, a member of the United States delegation, failed in the drafting sub-committee dealing with the economic and social council to obtain approval of an amendment removing full- employment from the social and economic committee's objectives and substituting for it a phrase like "high-level stable employment." J ! Dr. H. V. Evatt opposed this United States move, saying that there were no grounds for Dean Gildersleeve's fear that the internal policies of .any country might be affected.
