HIMMLER'S OFFER
EXCLUSION OF RUSSIA
Rec. 1 p.m. LONDON. May 2. The Under-Secretary of State, Mr. Grew, verified the reports that Himmler offered a German surrender. He said that the offer did not extend to Russia, and therefore was not accepted by Britain and America. Himmler said he hoped to be able to continue the fight on the Eastern Front. He was in full authority consequent on Hitler's illness, and he wanted to meet General Eisenhower and to surrender the whole of the Western Front. The first overture for surrender came through the Swedish Foreign Minister on April 24.
