U.S. PLAN FOR SAN FRANCISCO

WASHINGTON, March 13

After a conference between the Secretary of State, Mr. E. R. Stettinius, and the other members of the United States delegation to the San Francisco Security Conference, it was learned authoritatively that the United States will make specific proposals at San Francisco for the international trusteeship of dependent areas which would replace the League mandate, says the United Press system. This will possibly be extended to the other bona fide colonial areas.

The fate of these territories when the new world organisation absorbs the League of Nations has been a problem for which Dumbarton Oaks did not propose a solution.

Another message says that Mr. Stettinuius, when addressing the meeting of American delegates, stated that they would be free to pursue their own personal views and convictions. "We are all prompted by the same desire to succeed, and therefore I am confident that we will be able to work as one team," he said.

The Associated Press says that officials expect the conference may stretch for weeks beyond the month originally suggested if all the nations represented air their views on the world organisation.

San Francisco was chosen because it is most accessible for the representatives of Australia, New Zealand, Russia, China, and many of the South American countries. Mr. Stettinius also took into account the domestic and political significance of having a world gathering in a western rather than an eastern city. Mr. Mackenzie King, Prime Minister of Canada, may be invited to serve as chairman of the conference.
