~ 1 LONDON, February 5. .People are returning slowly to Athens and life in the capital is getting back towards the standard before the civil war. Some of the factories nave started again, and dockers and transport workers are resuming. Destitution is still widespread, and numoers of people are receiving the 'basic food ration, which must be the lowest in any liberated capital in Europe,
