Rec. noon. WASHINGTON, Dec. 29. The Secretary of State, Mr. E. R. Stettinius, announced the appointment of Mr. Hamilton Fish Armstrong, editor of the magazine 'Toreign Affairs," as special adviser to the Secretary of State, particularly on international ' political questions. ,
