.Bulgaria, which are dominated by Russia. The Soviet Union may be induced to consult the United States before taking political action in either country. The Rome correspondent of the "New York Times" says that the State Department's declaration dropped on Rome like a V 2 missile, temporarily scattering Signer Bonomi's Government, which was almost formed, to the winds. The declaration was received with gratification in almost all political circles in Rome, but the immediate effect on the political situation is confusing. Clearly, the Socialists and Acuonists are trying to use it as a weapon against Signor Bonomi. However, most political observers feel that Washington's move was made too'late to do more than delay Signor Bonomi. who will probably be able to form a Government tomorrow.
