CANBERRA, December 1. The establishment of a special soiL conservation organisation in each State is urgently recommended by the Rural Reconstruction Committee in a report to the Federal Government.

The Commission declared that the magnitude, of the soil erosion problem in Australia was considerable, and warned that if a national disaster was to be avoided drastic action was necessary within the next decade.

Outlining the steps which should be taken to combat erosion, the report said that farmers who were obstinate and refused to face the facts could tye dealt with only by coercion, and legislation should be passed for that purpose.
