COOLED OFF
CANADIAN CRISIS
Rec. noon. OTTAWA, December 1. Canada's conscription crisis cooled off today as discipline was declared to have been restored among the rebellious west coast troops, and the FrenchCanadian .anti-conscription leader, Mr. P. J. Cardin, appealed for calm. He urged the people to avoid damaging property and endangering lives. The Quebec Provincial Government has adopted an Order in Council asking the Federal Government to respect and fulfil solemn engagements and pledges against conscription for overseas service.
About 20 members are still to speak in the conscription debate and the House of Commons will probably reach a vote on the confidence motion on Tuesday or Wednesday. The House will then adjourn until January 31. Defence headquarters announced that Canadian Army casualties to October 31 total 58,943, of which 7921 occurred in October, compared with 9338 in August and 8445 in September, the two highest monthly totals of the war.
