SECRET ALLIED PLAN
CONTROL IN GERMANY
WASHINGTON, November 24,
The Assistant Secretary of State, Mr. Stettinius, confirmed today that the three-Power agreement for controlling Germany during the military occupation has been signed and referred to Washington, London, and Moscow for acceptance.
The .Associated Press of America says it is understood that the agreement calls for a supreme Allied council to rule the Reich. Acceptance of this is considered likely, because all points covered in the agreement were referred to the three capitals previously.
While the details are secret, it is understood that the plan provides for a triple division of Germany, with even a triple division of the occupation troops in Berlin itself. Full authority over German affairs would be vested in the supreme Allied council, of which the American and British members initially might be General Eisenhower and Field-Marshal Montgomery. The Russians are also expected to name an officer of the highest rank, such as Marshal Voroshilov.
While the over-all control of Germany during the military occupation would be a three-way split by the great Powers, the arrangement does" not preclude participation by French and other Allied troops. In fact, it is expected that France particularly will be given important industrial areas such as the Ruhr for long-term occupation. One print made is that the agreements now completed concern only the period of military occupation; they do not prescribe the broad policies of German control-thereafter.
