DELAYED APPOINTMENT
■ An explanation of the delay in the appointment of a permanent Undersecretary of Marine was sought by Mr. J. T. Watts (National, Riccarton) in a notice of question to the Minister of Marine (Mr. O'Brien) in the House of Representatives yesterday.
Mr. Watts asked whether the delay was due to the circumstances that had arisen because of the Government's intention to appoint a certain man contrary to the terms of the Public Service Act and the recommendation of the Public Service Commissioner. He also asked if it were a fact that the Public Service Association had indicate^ its intention of testing the validity of the Government's action in the event. of its proceeding with this appointment.
"As the. result of the delay in filling the vacancy," said Mr.' Watte, "is the Minister satisfied With the legality of certain Departmental acts and certificates given since the retirement of the previous Under-Secretary?"
