NEW FINANCIAL PACT

Rec. noon. RUGBY, October 5 In an agreement between the British Government and the Belgian Government published in London on Thursday the official rate of exchange is to be 176.625 Belgian francs to th? pound sterling and shall not be varied.except after mutual consultation. Other salient features of the agreement state that sterling held by residents in the Belgian monetary area will be available for expenditure in the sterling area, and as opportunity offers it will be sought, with the consent of other interested parties, to make sterling available for payments outside the sterling area. It is also provided that if the contracting Governments adhere to a general international monetary' agreement the terms of the present agreement shall be reviewed. The Belgian Congo will be brought from the sterling area into the Belgian monetary area. J

The agreement is to remain in force for three years. The British Government has reached an agreement in principle with the Royal Netherlands Government on similar lines.—B O W
