Plans are being- prepared for the establishment of a world trades union federation, embracing all forms of free trade, union organisations, irrespective of race, colour, or creed, to supplant the existing International- Federation of Trade Unions, says the "Daily Telegraph's" industrial correspondent. Russian unions have been .barred from the International Federation by a majority of votes on the ground that* they were hot free and independent, but an appendage of the State. It is unlikely the new body -will-apply this policy. - ' ' ".- - It is also' recognised that circumstances might arise .in which it is desirable to permit ,the affiliation of more than one national body from a particular country to the world federation. V This provision would -cover the American Congress of "Industrial Organisations, whose rival, the American Federation of Labour, is at present a member of the International Federation of Trade Unions;'
