PEARL HARBOUR INQUIRY

NEW YORK, October 4. The "New York Herald Tribune's" Washington correspondent learns that the navy board investigating the Pearl Harbour disaster has completed the taking of evidence and is preparing its final report. Navy circles believe the board will inform the Secretary of the Navy, Mr. James V. Forrestal, that it unearthed no information to warrant the filing of charges against Admiral Plusband Kimmel, the commander at Hawaii, and declare that so many persons were involved in the events leading up to Pearl Harbour that there is no possible way of singling out a particular person.
