BRITAIN [WAY APPOINT MINISTER

Rec. 12.40 p.m. RUGBY, October 4. The Government's attitude towards post-war civil aviation was outlined by Sir Archibald Sinclair Air Secretary, in the House of Commons today. He was asked what were the Government's plans and programmes for an orderly world system of civil aviation. He replied that the Government was seeking international collaboration in the development of an orderly world system of civil air transport. The principles which the Government favoured were stated by the Lord Privy Seal on May 10 last. These were the eliminating of uneconomic competition the maintenance of balance between transport capacity, and traffic offering on international routes, and control and allocation of frequencies by and between the countries concerned. Replying to further questions, Sir Archibald Sinclair referred to the forthcoming Montreal conference, which is to begin on October 23. At this conference, he said, air transport services operating for war purposes would be reviewed, and it was expected tha., there would be discussion of possible operations during the remainder of the war, as well as in the post-war period. Any recommendations by the conference would be submitted to the Government for approval A general international conference on aviation problems would be held in the United States at the end of November, and South Africa had agreed to postpone the conference that was to have been held in Johannesburg this month.

The Prime Minister will shortly make an appointment of a Minister to deal with civil aviation, according to agency reports. It is most likely that he will be a member of the House of Lords and that the appointment will carry Cabinet rank. It is understood that the new Minister will head the ™lt g i°JU?
