POST-WAR SHIPPING
PLAN TO AVOID DISASTROUS
COMPETITION
NEW YORK, October 4. The United States will soon propose a plan to prevent disastrous post-war shipping competition by allocating tonnage among various maritime nations to conform with available business, says the "Herald Tribune's" Washington correspondent. The War Mobilisation Director, Mr. Byrnes, has already sounded out shipping interests, which are believed to favour the scheme. Persistent reports from London of British concern over the fivefold wartime growth of American shipping has led Washington officials to believe the British would accept the allocation plan m principle, though the- working out of a specific formula may be difficult. The Americans insist that their wartime shipping growth should Be considered in arriving at a percentage of the total post-war world tonnage to be assigned to the United States. On the other hand, Britain, as the operator of the largest pre-war merchant navy, would suffer .from expanded American shipping operations unless the difference were made up by taking over vessels from Germany and Japan. This is one of the major points still under discussion.
