The delegates to the Dumbarton Oaks conference are now considering a proposal submitted by Britain to creat a United Nations Commission for Europe, which would direct and coordinate the various Allied armistice and relief commissions which will soon be operating on the Continent. The proposal, says the Washington correspondent of- the "New York Times," is designed to provide a general direction for the various commissions in Germany, Italy, Rumania, Bulgaria, and other satellite States, which will be occupied by the Allied armies. The British memorandum suggests that Britain, America, France, Russia, and the other European allies. should be members of the commission. It also proposes that a place on the commission should be given to any British Dominion which is prepared to contribute to the policing of Europe. It is generally recognised, in connection with the reconstruction of Europe, that before many weeks pass a variety of different agencies," ranging from military armistice commissions to Red Cross and UNRRA, will have representatives in Europe, not only maintaining order but doing what they can to see that displaced persons get back to their proper homes and people in shattered areas are fed and clothed. Moreover, many problems will come, up for solution between the occupying armies and officials in the areas. The United Nations Commission for Europe is intended to be a central clearing house. Therefore the commission will not have authority in Allied countries such as the Netherlands and Norway, whose problems will be handled by their own legitimate Governments.
