U.S. AND POST-WAR POSITION
NEW YORK, May 25,
The United States should operate a merchant fleet of 15,000,000 to 20,000,000 deadweight tons after the war, the Chairman of the Maritime Commission, Rear-Admiral E. S., Land, declared in a speech. He added that the expansion over the pre-war fleet ot 11,000,000 tons should be carried out at the expense of Japan and not of America's allies. . . "If one-third of the combined Axis pre-war tonnage was assigned to the United States and two-thirds to the other United Nations who are maritime Powers, the increment over 1939 to the United States" could be employed where Japanese tonnage was formerly used," he said. Admiral Land proposed the maintenance after the war of a reserve merchant fleet of 1000 ships kept in condition to respond to a national emergency.
