NEGOTIATIONS FAILED?

Rec. 10.30 a-m. LONDON, March 6. Unconfirmed reports reaching Switzerland state that negotiations between Finland and Germany have broken down, says Reuters Geneva correspondent. The Germans have refused point-blank to withdraw Dietl's troops from northern Finland. Following these reports, the Finnish Legation in Stockholm announced on official authority from Helsinki that no Finnish delegation exists with a special mission to Berlin.
