VIEW IN WASHINGTON
Rec. 11.10 a.m. BOSTON, January 26. Observers have construed Lord Halifax's address at Toronto as putting high official approval on Field-Marshal Smute's proposal that the smaller States of Scandinavia and western Europe should accept Dominion status within the British Commonwealth, says the Washington correspondent of the "Christian Science Monitor." Washingion's view, he says, is that London is now eager to implement equality of status within the Commonwealth still further and to guarantee all the Dominions full opportunity of sharing in the formulation of foreign policy, rather than being confronted from time to time with the right to accept ,or reject London's decisions, thus fiivIng the Dominions equality of function as well as status.
The "Monitor's" "Washington correspondent says it is reliably learned that Lord Halifax was appearing in more than an Ambassadorial role. He was delivering an authoritative exposisition of Government policy on behalf of the British Cabinet.
