Rec. 11 a,m. WASHINGTON, Dec. 17. President Roosevelt has arrived at the White House from his long visit to the Middle East. He immediately conferred with Congressional leaders and subsequently the Speaker, Mr. Sam Rayburn, announced that Mr. Roosevelt would not address Congress until he delivered his annual "State of the Union" message early in January. Mr. Roosevelt, however, will make a world-wide broadcast on Christinas Eve, in which he will incorporate comments on his journey and conferences.
