attention of the Allied nations who have complete information, discussion here would serve no useful purpose. The bylaws would apply to all classes, including the "respectable people," but the council has not shelved the question as new bylaws cannot by law be made operative until they have been confirmed after giving notice of them to the public. "N.Z. First."—Suggestion that New Zealand talent be used has already been made and spare does not permit reopening discussion on broadcast programmes.
