REFUSAL BY SFORZA
FORMATION OF GOVERNMENT
LONDON, November 9.

Count Sforza refused. This action has confirmed the general belief in political circles in Naples that Marshal Badoglio will be unable to form a Government without the support of Count Sforza and Dr. Croce.
