LONDON, November 9.

It is learnt from an unimpeachable source, says the Naples correspondent of the Associated Press of Great Britain, that King Victor .Emmanuel asked Count Sforza to form a Government. Count Sforza refused. This action has confirmed the general belief in political circles in Naples that Marshal Badoglio will be unable to form a Government without the support of Count Sforza and Dr. Croce.
