JuUiNJJUiN, uctober 7 In a leading article on the subject o Britain's duty to develop its colonies the "Daily Mail" says: "The duty doe not end there. It must also embrac the Dominions. The war has showi that these rich lands are a standing temptation to aggressor nations. "If we wish to keep them within thi Commonwealth, we must maintaii closer contacts. If we are not to los» them, we must strengthen, develop and populate them—make them greate: nations than they are already. "One of Britain's first concern after the war should be a scheme o emigration. We must, if necessary spend money on a large scale to hel] to settle and develop the Dominions They are today industrial beside; agricultural nations. We should no be frightened of that"
