looked as if the enemies of the Labour Government had won," said Mr. Nash. "It looked an impossible task to so rehabilitate the financial position of the country overseas that we could continue as the Government." The Government had decided that it would not let the goods come into the country that could not be paid for, said Mr. Nash. That was the origin of the import. control which began in 1938. After the first twelve months of the scheme the Government would not give a licence for the importation of any goods until it was sure.that there was or would be money to pay for them. The scheme had been operating ever since, and no other country had met. with more success in such aj scheme. .. ~ j THE JAPANESE THREAT. "Then we found the war was coming on," continued Mr. Nash, "and through the foresight of that amazing man Joseph Savage a conference was called in April, 1939/ to determine how British .territories in the Pacific could be defended if war came." At .that time they felt that Japan would come into the war, and they had to take [steps for the;defence of New Zealand. They decided to send a brigade group to Fiji to defend the place, because it was likely to be used by the Japanese as a; base, for the invasion of New Zealand. The men were sent in October, 1940, fourteen months before the Japanese came into the war, and by January, 1942, when he visited Fiji, they had brought into being fortifications, beach defences, and aerodromes that would have "made It awkward" for the Japanese if they had come.
