HIGHER LEAVING AGE
The principal purpose of the Education Amendment Bill introduced by Governor-General's Message in the House of Representatives last night is to raise the school leaving age to 15.
The Minister of Education (Mr. Mason) explained that a number of defuses in the principal Act had to be rewritten as a consequence of the proposal, and,these'dealt with compulsory attendance and enrolment. _ Another new principle was that education boards, with the consent of the Minister, would be authorised to institute kindergarten schools. There was also a clause providing for children of under school age who suffered from malformations being, given instruction in special schools, as it was desirable that they should be taught speech at an early age. Mr. H. S. S. Kyle (Independent, Riccarton): Will the kindergartens be apart from the ordinary schools? The Minister replied that that was an administration point, and would be decided as a matter of convenience. . The Bill was referred to the Education Committee.
