FASCIST EXPLANATION Rec. 12.40 p.m. LONDON, July 5. The fact that Mussolini's speech, made at the recent meeting of the Fascist Party Directorate, was held in cold storage for 12 days shows that publication was decided on only after days of doubt and dissension in high Fascist quarters, says Renter. Mussolini upholds his position on two sectors of the home front. He declared himself the indispensable leader of the Fascist Party and at the same time placed himself over the party to defend the Civil Service from the Fascists. He also confessed that the Italian working class was still to be convinced that the Fascist State deserves their loyalty. He promised a new trade union policy to win over the workers.
Speaking over Rome radio, the former Propaganda Minister, Signor Pavolini, explained the delay in the publication of trie Duce's speech. "Anyone who has worked with Signor Mussolini knows how difficult it is to drag from him leave to publish his words," he said. "The Duce has a sort of physical revulsion against having his own words printed as taken down by stenographers. This is what happened after the meeting of the Fascist Directorate."
