LONDON, March 20,

Mr. Saracoglu's speech on Wednesday means that Turkey has again assumed a non-belligerent attitude, as opposed to a neutral attitude hitherto, says political circles. The Ankara correspondent of "The Times" says: "Before the RussianGerman war the Turks were nonbelligerent, but subsequently announced that they were neutral. Now the policy has changed again. The main reason, according to political writers, is the recent meeting between Mr. Churchill and President Inonu at Adana."

"We warmly grasp the hand extended to us by the British Government." said Mr. Saracoglu, addressing the Assembly. "The reaffirmation of British and Turkish friendship is not dictated by the moment's emergencies, but is the vital need of both nations. We got to know Mr. Churchill more intimately following the Adana meeting, and to love him better. The Government will deny the army nothing which will increase its fighting power."
