NOGUES PRAISES CIRAUD
(Rec. 11.30 a.m.) ALGIERS, Mar. 19. General Nogues, in a congratulatory message to General Giraud, declared that Giraud's speech went straight to the hearts of all Frenchmen in Morocco., General Nogues added: "The effect on the population is considerable. Your words answer with clarity the questions put by many among us on the meaning of your mission and also the political future of France and the unity of the French Empire under your, leadership. The French people are again fighting against the enemy." It is pointed out that General Nogues's testimonial to General Giraud's policy is significant as coming from one who opposed the American, landing at Casablanca and who has never previously publicly disclaimed Petainist loyalties.
