A broadcast by Tokio radio stated that the new economic council appointed to stimulate an increase ot fighting strength will be headed by General To jo, and will include all Cabinet's advisers and the Army and Navy Ministers. . . Extraordinary new wartime administrative powers have been conferred on General Tojo, giving him undisputed authority to issue orders in connection with the expansion of key war materials, such as iron, coal, metals, shipping, and aeroplanes.
